The SWS Survey, February 24 to 28, 2010



In the latest survey made by Social Weather Stations (SWS) Survey, Benigno “Noynoy” Aquino of the Liberal Party leads Nacinalista Party’s Manny Villar by only 2%, whilst Senator Manuel “Mar” Roxas, continues to protect his wide lead over second running Senator Loren Legarda.

There are 2,100 registered voters polled by the SWS from February 24 to 28, which has a margin of error of 2.2% points. Aquino cornered 36% rating while Manny Villar collected 34% rating.

Ousted President Joseph Estrada ranked third with 15% (up by 2 points), Gilbert “Gibo” Teodoro checked in fourth with 6% (up by 2 points), Bro. Eddie Villanueva is in sixth place with 3% (up by a point) and Senator Dick Gordon takes the sixth spot with 2% (no change).

Rounding out the Presidentiables’ percentage points includes: Vetellano Acosta 0.4%, Nicanor Perlas (0.2%), Olongapo City Councilor JC delos Reyes (0.1%), and Senator Jamby Madrigal (0.1%).

Last week Comelec booted out (disqualified) Acosta from the race.

Latest Pulse Asia Survey February

Updated. Latest Pulse Asia Survey for February 10. A nationwide survey with a +/- 2% error margin and with a confidence level of 95% whipped out by Pulse Asia asked 1,800 Filipino adults aged 18 years, above whom they will vote if the election is to be held now and they responded with the following:

Benigno “Noynoy” Aquino of the Liberal Party which is nursing just a 2% lead over his nearest pursuer Manny Villar of the Nacionalista Party last month, smoothly coasts to a more comfortable lead for the month of February as he collared 36% of the respondent’s nods, a clear 7% lead over Villar which posted 29%.  Checking in third is former Philippine President Joseph “Erap” Estrada (PMP) which obtained 18% a big improvement from his 12% last month. Gilbert “Gibo” Teodoro is slowly making some gains as he nailed 7% rating his highest in months and to secure fourth place. Brother Eddie Villanueva cruised to fifth place with 2% rating and Dick Gordon acquired 1% rating to rank sixth. Six percent of the respondents have no preferences or undecided.

In the Vice Presidential derby, Senator Manuel “Mar” Roxas of the Liberal Party continues to show the way as he lead over fierce rival Senator Loren Legarda by 16%. Roxas posted a rating of 43% whilst Legarda garnered 27% rating.
Makati Mayor Jejomar Binay (PDP-Laban) is in third place with 15% and the other aspirants get a rating of 4% or less. Seven percent of the respondents have no preferences or undecided.

January 10 Pulse Asia Rating

With just four months away from the National Elections before May 10, 2010, an intense and breathtaking neck to-neck battle is looming between early favorite Noynoy Aquino of the Liberal Party, and darkhorse Manny Villar of the Nacionalista Party. Aquino is nursing 2% lead over the second running Villar. Aquino collared 37% of the respondents while Villar got 35%. Former President Joseph Ejercito of Pwersa ng Masang Pilipino took 12%. The other presidential bets combined for 5% while the remaining 6% are undecided yet about whom to vote for President.

Benigno “Noynoy” Aquino Dares Manny Villar to a Debate

Liberal Party standard-bearer and Presidential aspirant Sen. Benigno “Noynoy” Aquino h challenged his chief rival Sen. Manny Villar of the Nacionalista Party to a one-on-one debate to tackle various issues. Aquino threw the challenge after a forum conducted by the Foreign Correspondents of the Philippines, which is based in Makati City.

Aquino said that he and Villar must both have competence in all perspectives. Former Philippine President Joseph Ejercito Estrada and Villar skipped the forum.

The LP Presidentiable bet said that he is giving Villar the opportunity to select the topic to discuss.

Aquino said “Gusto ko umabot nga kami sa talagang debate, magtatagisan ng punto.” A debate is indeed important since the voters will determine which of the present crop of candidates have the attributes and desires to be deserving of their much-coveted vote.

How to Cast Your Votes Using the Automation Voting Ballots

At the voting center the voters look for their respective names on the voter’s list to know their own precinct and sequence number.

The voter should go to Board of Election Inspectors (BEI), for verification of his/her identity.  Once cleared to vote the voter will receive a secrecy folder and a marking pen.

The voter inserts the ballot in the entry set of the PCOS machines, waits until the ballot is dropped into the ballot box.

The voter returns the ballot-secrecy folder and marking pen to the BEI.

The chair shall apply indelible ink on the right forefinger.

The voter shall affix his/her thumbprint o the corresponding spaces on the voter’s list before leaving the polling place.

Tallying Votes

Election returns at the precinct level will be transmitted electronically to the central server of the Comelec and to the board of canvassers at the municipal, city, provincial and national levels.

Results are expected within 2 hours at the local level and 36 hours at the national level.

How Much Does the PCOS or Automation Voting Machines Cost

 Comelec and Smartmatic –Total Information Management (TIM) Corporation agreed to a contract that cost a whopping P7.2 Billion that was signed on July 10, 2009, after a long and tedious bidding process. A joint venture between Smartmatic and TIM nailed the much-coveted bidding.  TIM have the lion’s share of the consortium 60-40, which was formalized last July 2009 by SEC.

Smartmatic is a Netherlands-based multinational company, with subsidiaries in other countries like the USA, the Netherlands, Venezuela, Mexico, Ecuador and Barbados.

Smartmatic already conducted elections in Latin America, Caribbean and the US since 2004 of August.

TIM, on the other hand is a Filipino-based IT solutions provider that was erected in 1985. It has already served various government agencies such as SSS, DTI and GSIS.

How Does the Precinct Count Optical Scan (PCOS) Works

The next Philippine elections slated this may will be historic, since for the first time ever Filipinos will be using automated voting process to determine their future leaders. But how this machine really works?

Each clustered precincts is installed with PCOS (ballot-based voting and a counting machine). During the Election Day, the Board of Election Inspectors (BEI), consisting of three teachers, switches it on employing a security key. Security pins are used to assure that there is no entry or vote in the machine’s memory or to configure the machine. The specially marked ballot fed into the machine will be scan. Once the polling is over though, the votes will be counted by the machines and the election returns will be printed.

Then a cable is connected to the machine to allow electronic transmission of election reports to the Comelec Central Server and Board of Canvasser. Each of the machines has back-up battery to allow smooth operation even when there is a power outage.

Latest SWS Survey – January

The election fever is slowly making its presence felt in the Philippines. Filipinos from all walks of life is indeed keen on the forthcoming elections this May. The candidates are all raring to slug it out it in the electoral process as their political strategies are slowly being unfurled and dished out. Additionally, TV and Radio ads are all over the place and the various candidates in the various positions especially the Presidentiables are all systems go with their own campaign sorties. Now let’s see who is lording over in the current surveys conducted from recognized pollsters in the Philippines.

Noynoy Aquino is nursing his lead over his next nearest pursuer. Aquino is again setting the pace garnering 42 percent while Roxas improved to 35 percent. Joseph Ejercito Estrada maintains his third place ranking with 13%.

In the vice presidential race, Roxas pulled away from his closest opponent, Sen. Loren Legarda who collared 28 percent. Placing third is Makati Mayor Jejomar Binay who got 16%, followed by former Metro Manila Development Authority (MMDA) chairman Bayani Fernando and former Optical Media Board (OMB) chairman and actor/host Edu Manzano who got two percent a piece.

Glitches in Automated Voting in the Philippines


The two field tests of automated votingconducted by the Commission on Elections was again not spared by glitches in balloting, transmission of election results. The two tests were initiated last January 27 and 29. One machine tested in Aguho Elementary School in Pateros didn’t read four out of 10 valid sample ballots when fed to the machine.

Latest Pre-election Survey on the Presidential Election

With just five months before the election, Sen. Benigno “Noynoy” Aquino III continued to hold a huge lead over his presidential rivals according to pollster Pulse Asia. The Liberal Party standard bearer collected 45% of the respondents in the nationwide pre-elections survey conducted by Pulse Asia. Nacionalista Party bet and real estate tycoon, Manny Villar Jr., cornered 23%. Ousted former Philippine President Joseph “Erap” Estrada of the Partidong Masang Pilipino (PMP) checked in third by netting 19% of the votes made by the respondents.
